Having trouble toning and getting energy

I am 5'2 and I weigh 116 lbs. I am not looking to lose a bunch of weight. My main goal is to get toned and stop looking so flabby, but I am having a hard time finding the right way to get there. I usually workout 3-5 days a week, and I usually do interval training. I have not really seen any change in my muscle tone, and I have been doing this for a few months now.
What should I be doing to get a toned body because I can't seem to figure it out? I want to stop feeling so tired as well. What can help me feel less tired and motivated to workout more?
